It's pretty easy.. While in SPORT mode... Put your foot on the brake and push the gas all the way to the floor like you are going to power brake it..

With the foot on the brake the accelerator is disabled but it kicks the ICE on. :).

This also helps rid the slow start after trying to kick on the ice.[hr]
Please take your foot completely off the accelerator before releasing your foot from the brake! ;)

Most emission tests I'm aware of just plug into the ODB-II port and download the car's diagnostics. That's why the Karma kicks the ICE on from time to time even in stealth mode - it needs enough run cycles to satisfy the requirements.

If you want to kick on the ICE just put it in Sport of course. Like any car I would let the ICE run for a while to get up to temperature before heading over to the emissions place to get an accurate reading.

Your bigger challenge may be having the emission tester find the exhaust pipes. He'll spend a lot of time staring at the Karma's rear and not quite knowing what to do about those diamond shaped "Hydrid Hz" covers!
