Being a new Fisker owner and a new member, I'm not sure if this subject has been discussed yet.

I know that way back in the day when our HOV lanes were being implemented, the argument for them was about creating a smaller "Carbon Footprint" by putting more people in a single vehicle. Now with the advent of EV',s my carbon foorprint while being a single occupant, is far smaller than a van with 6 people in it.

So, has any State's or Province's implemented the allowance of EV's to use the HOV lanes regardless of the number of occupants?

Yes California has had limited HOV permits for Prius and some electric models, but if they're not pure electric they have to meet an ultra low emission standard. The GM Ecotec engine in the Karma does not, but the BMW engine planned for the Atlantic should meet this standard.
