Emergency Charging Alternative

I got a few of these as emergency lights for our earthquake kit. Since it has a charging port, I was wondering if it can be used to charge a dead EV in an emergency. At 4.5V, 220MA, it produces close to 1Watt, so I should be able to fully charge a flat Karma battery in 20,000 hours of cranking. Sounds feasible, right?

In reality AAA is starting to offer emergency EV charging services. I thought someone already mentioned it.
