My "new" Karma has a new problem. It will not pass Ohio E-Check. My scanner shows that the oxygen sensor and oxygen heater sensor have not passed self diagnostic and have "INCOMPLETE" status. Any ideas how to fix it?

That is caused by a software mismatch of the HCU and ECM. One of those 2 modules is running a different version than the other. You need to get it in and have the sw levels checked. Only a Fisker scan tool can do this unfortunately.
